WANTED I really want to find more on this ancestor as he connects several branches of my own family. I know he existed, who was he?

This Dowling exists by implication in that both Alex Dowling (1919) and Patrick Dowling (1926) stated verbally to Brian Dowling (1955-) that they were cousins. Therfore, this relative had, at least, the children stated.

This ancestor may have lived in Dysartbeagh, the family home, and may have been responsible for having it built. He would probably been aware of the Act of Union in 1800 that made Ireland a part of the United Kingdom. His birth would not have been registered due to English restrictions on Catholicism but he would have been alive to see the restrictions lifted in 1823 (this is when records started at St. Fintans Church in Mountrath.)

It would have been unlikely that he could Read & Write, as so many of the legal documents of the time were signed with crosses.

I imagine him, perhaps at a local pub in Mountrath, discussing with others the application of the Poor Law Act of 1838. This divided the land into districts called "unions" in which local rateable people were financially responsible for the upkeep of the poor in each area and workhouse for the destitute.

At the time he died people were beginning to be transported to far away colonies for felonies. Even worse, the Great Irish famine, from 1845 to 1847, in which thousands die of starvation. This may have even been responsible for his death!

The 1850 Valuation of Ireland by Sir Richard Griffiths, however, does not show a Thomas in the area but does show a Michael in circumstances that indicates a relation. So it is possible that the naming system is a false lead and his real name is Michael.

The estimated dates take us within reach of the names on the gravestones on Clonenagh Hill by St. Fintan's Tree, but at present no link, other than verbal information, connects the stones to this relative.
