Dowling (shown here), former Circulation Chief of Hearst and Scripes Howard Newspapers, died yesterday in Mount Vernon Hospital at the age of 53. Dowling came to New York at 13 and got a job on the New York American as Office Boy. He was fired next day, was exiting bawling when he met Circulation Manager Joe Bannon. The latter took the crying kid under his wing and lived to see him become a circulation genius. ?2.2.42?"
